Now onto the matter at hands:

I'm from Portugal, and unfortunately for us ISP's in Portugal have stupid internet traffic limits (eceed the limits and pay extra!). International traffic has a 2GB limit. National traffic has a 20GB limit. What I need is a portuguese proxy to try and work around that limit. Hopefully loading a portuguese proxy into messenger, firefox, skype and so on I will be able to work around these limitations. (Somebody correct me if I'm wrong please.)

If anybody comes across one please let me know. It doesn't have to be anon.

Nice to have you here. There have been similar limitations put in place over here aswell, however I just bite the bullet and pay the rediculous ammount more for anmetered bandwidth. Here are some Portugese Proxies for you:

Transparent:
57.67.8.114:80

The Transparent would probably be faster. Always verify these are considered local aswell. As a side note, if you need more later on, you can use the HTTP Request thread to ask.
