Hi there, and welcome to the forum. Here are your answers:

1) The easiest way is to get a GOOD Socks Proxy List and put into IRC Insomniac. Unless you are really annoying people, you arent being packetted. Otherwise paying for a BNC or VPN Service would help you quite alot, remember, you get what you pay for.

2) Rxbot is a trojan used to infect hosts for the purpose of setting up Proxies. As this is illegal, and considered as a virus, you shall not find help here for either obtaining it, or setting it up.

3) There are sites which allow people to setup free forums, however setting up a forum doesnt mean you will get any people going to it. You are better off staying at an already established forum.

4) Peer is either you, or your ISP. You get disconnected either because you are idling too much, or your ISP is crap.

5) Syntax error means simply that, the synatax of something is incorrect. It just means whatever you are giving a command, you are giving it the WRONG command.
