The speed of the scripts is more of a problem due to more and more slow hosts being used to host the scripts.
A Proxy Judge script cannot really be as accurate as an Env Check script, and it also cannot be as fast, since an Env Check does absolutely real calculations, it just spits back the headers it receives.
However an Env Check is only as good as the program that verifies the results. If a program is unable to interpret the results properly it is useless and you will endup with a ton of Transparent Proxies, or badly levelled Proxies.
If the program is reputable, I would recommend using the Env Check, otherwise a Proxy Judge is generally as effective. All of my scripts use a bit of a hybrid.
