How to configure proxy to Use only if target address is from my list

Hallo,

have anobody idea how to use PROXY or Transparent Proxy only in case if target IP address is some specify.
So if is normal working, do nothing (dont use proxy), but if somebody is going to site from my list, turn on (use) proxy.

Thanx for any suggestion
