how do we check a proxy list to know if it's working

Feel free to browse the Proxy Tools section here. In it you will find information that should be helpful. A free program called "Charon" is probably your best bet, but you will need to read the tutorials for it and all other information posted here about it in both the Proxy Tools and Proxy Questions sections.
