I beleive you are refering to either an SSH Proxy which is when you use SSH to create a Proxy Tunnel, or you are refering to a Proxy which can connect to an SSH server.

The first one requires relevent access to a system running SSH. The second is nearly any CONNECT or Socks Proxy.
