Hmmm, it sounds as though you have not read the "help" or tutorials available for Charon, and probably also haven't bothered to read anything about proxy selection. So, I would suggest you do so asap.
I would also suggest that you stop using IE as your browser of choice and switch to Firefox.
It is not uncommon for many ISPs not to allow use of certain ports. Therefore, if that is your case, selecting proxies with a port not allowed would mean you can't use it.

You can determine this through trial and error or simply calling (or emailing) your ISP and asking the question.
Regarding your question about proxies which supposedly forward you to a website for advertising purposes, please post the working ones here for "explicit" answer.
As to the proxies that are "incredibly slow making them un-usable", my advice would be to select only fast proxies. Had you done your homework, you would know which ones are fast and which are slow.
