Default Are Proxies only for Dial Up?

I have Comcast Cable internet --- so is my IP always the same??

In order to change the IP to protect privacy.... do i just go to internet explorer, put in a proxy -- and the next time i enter a website it will be like a new user? -- or is that for dial up only?

Also, when i change a proxy -- should i restart the computer??

Thanks!!!!!!

Proxies are not for dialup only. Proxies have a number of uses from making bandwidth more manageable for ISP's down to securing what sites can be accessed such as in schools. The type of proxy you use will determine how the target website will identify you. For the type of privacy you refer to, you need an anonymous proxy, one that replaces your IP address with its own.

No. in most cases you dont even need to restart your browser for the proxy change to take effect.
