Default CGI proxies?

Perhaps we already have a section and I've just missed it but if not:

what about a list of working & trusted, CGI proxies, specifically those that offer Tunneling and encryption.

I get a little antsy, knowing that even though I use a proxy, my ISP knows all.

Using a CGI that is secure, would take care of that, especially if the DNS request for the site that's trying to be reached is made through the CGI's tunnel (VPN) and not the ISP's DNS.

What do you think? Too much work? I don't know of any program such as Charon, that does a good job with HTML & Socks, that does the same for CGI.
