Perhaps I am misreading what you have said here, but it;s very confusing to me. Maybe I am just tired and in need of sleep.
Maybe you should re-read your questions and see if they make any sense to you, because they surely don't to me.
Probably the easiest way to solve your problem(s), is to simply called the "support" department of your ISP. Part of what you pay them every month should entitle you to their expertise in solving your problem(s).
